The Federal Civil Service Commission (FCSC) of Ethiopia is responsible for managing and regulating human resource policies across federal institutions. It ensures merit-based recruitment, fair performance management, and supports civil service reforms to build an effective, ethical, and professional public workforce.

The Challenge

The performance management (PM) system across Ethiopian public offices had long suffered from inconsistencies, weak accountability mechanisms, and a lack of standardization. The Civil Service Commission lacked a unified national framework, resulting in fragmented practices, unclear performance metrics, and limited use of performance data for decision-making and development planning.

Our Solution

To address these issues, a national-level assessment of performance management practices was conducted, identifying key challenges and systemic gaps.
